The overall goal of this project is to gain a better understanding of the community perspectives on the Brussels Agreement – ‘Association/Community of Serbian Municipalites’ (ASM). This project aims to incorporate these perspectives into the political dialogue by advocating that all actors involved take the concerns of the community in to proper consideration. The ‘Association/Community of Serbian Municipalities’ is intended to be a body representing Serbian community interests in Kosovo. It aims to provide a channel for financial support directly from Belgrade for Kosovo Serbs. Currently Serbs and Albanians are not in agreement as to how much of a role ASM will play beyond being a symbolic jesture. It is necessary to carry out further research regarding it’s capacity to provide protection of Serb interests within Kosovo. It is also essential that the decision-makers are made aware of concerns from within the community regarding the process the establishment of ASM.
During the project activities research on the establishment, role and the competences of the Association of Serbian Municipalities will be carried out. Citizen concerns will be voiced, and recommendations will be presented to stakeholders.
