Aktiv is seeking an expert or a Company / Organisation to write a Need Assessment report e for our target groups in the municipalities of  Zubin Potok, Mitrovica North, Zvecan, and Leposavic.

1.                 BACKGROUND INFORMATION

The project is funded by the Global Community Engagement and Resilience Fund (GCERF). It is implemented by Syri i Vizionit (SiV) in partnership with Edutask Institute and NGO Aktiv.

The project aims to promote and foster social cohesion, inter-ethnic and inter-religious co-existence, and opportunities for mutual exchange, by increasing awareness within local communities on PVE, enhancing educational, cultural and employment opportunities and increasing inter-religious and interethnic exchange. Furthermore, it will establish nine community centres with the purpose of offering a diverse range of services, particularly focusing on enhancing the capacities and skills of youth and women for employment opportunities.

Within the framework of the project in reference, Aktiv, herein called the Contracting Company/Organization party will commission a Need Assessment report to provide (i) to write a need assessment report of our target groups in the municipality of Zubin Potok, Mitrovica North, Zvecan and Leposavic. The report results shall support actions foreseen in the project. Accordingly, this needs assessment

2.                 OBJECTIVE

The purpose of the need assessment report is to collect evidence, needs and the current situation of our target group in municipality of Zubin Potok , Mitrovica North, Zvecan and Leposavic  Municipalities. This will allow the project to have a clear understanding of the specific needs and challenges of our target groups. Their requirements, gaps, and priorities that target group if facing in the municipality of Zubin Potok, Mitrovica North, Zvecan, and Leposavic. Also, the enumerators will collect data, which will be used for the needs assessment and the baseline study report.

 

The specific objectives of the need assessment report are as follows:

  1. a) Social, cultural, economic, and political dynamics that influence the community’s well-being and development.

 

 

 

  1. b) To identify the most pressing challenges and needs within the community, such as access to education, healthcare, employment, infrastructure, or social services.
  2. c) To determine the existing resources, assets, and capacities within the community for establishing/functionalizing community centres that can be leveraged to address identified needs.
  3. d) To identify target group needs for trainings
  4. e) To identify potential partners and stakeholders who can collaborate in addressing the identified needs.

3.                 METHODOLOGY

The need assessment report and data collection are to be carried out in Zubin Potok , Mitrovica North, Zvecan and Leposavic  Municipalities by an independent contractor using a combination of qualitative and quantitative method. The contractor is required to elaborate a detailed baseline design and methodology as part of his/her work plan. The baseline design document should include a series of data collection instruments, and the successful contractor will be required to provide a short inception report detailing the research methodology, that will then be discussed and finally agreed upon with project staff.

Data Collection methodology

The need assessment methodology is expected to provide data for the project indicator targets which will allow comparability in the future. The contractor is expected to employ a variety of data collection and analysis techniques for qualitative data to ensure a comprehensive need assessment report. The techniques need to be participatory, gender sensitive and appropriate for key informants, target groups and stakeholders. The quantitative data will be collected from project partners.

This will likely include, at a minimum:

Desk review: of the project documents and local reports/documents to understand the project design and local context and situation. The contractor is also expected to use other national or international official documents to generate secondary data for further analysis and reporting.

Qualitative methods, Focus Group Discussions: Facilitate focus groups discussion with target groups and other stakeholders to dig deeper into the study area, gather additional information, and contextualize the data. Assess challenges and lessons learned and develop recommendations for improvement. (Focus groups will be organised from project partners in close collaboration with contractor)

Key Informant Interviews: Consultations with key project stakeholders.

Data Analysis: Prior to the start of data collection, the contractor shall present a data analysis plan that details how: (1) qualitative data such as key informant, stakeholder, and target group interviews and/or focus group discussions will be transcribed and analysed; Where applicable, data will be disaggregated and analysed by gender and disability situation.

4.                 SCOPE OF WORK

In the scope of these Terms of Reference the successful contractor is expected to conduct a desk review of project documents and other documents related to the study area;

  • Facilitate focus groups meetings collect and analyse data.
  • update the project staff on a daily basis on field work progress and discuss challenges and potential solutions to overcome problems.
  • Check and ensure the data quality throughout the process of data collection.
  • Take all necessary measures to ensure that data quality management is adhered to. The proposal must clearly outline these quality measures.
  • Use common software applications for data processing.
  • Conduct data mining, data analysis based on the discussion and approved analysis plan. Data need to be disaggregated by sex, ethnicity, age, and other socio-economic categories, where applicable.
  • Develop the presentation of main findings of the need assessments and present to the project team and partners.
  • Write and submit a detailed and accurate report (draft and final) as per the survey objectives Within the agreed timeframe. The report should include a brief interpretation of data and use the format to be specified and agreed upon with project staff.

5.                 DELIVERABLES

  • Field work report, raw and clean dataset, interview and focus groups notes.
  • Analysis syntax, result tables and/or codebook for qualitative and interview collected data, with consideration on intersectionality including gender, ethnicity, age, disabilities, education.
  • Draft report outlines that it must contain, (but is not limited to)

 

  • Executive summary of findings (1-2 pages)
  • Chapter I – Introduction (background, need assessment objective, report layout (1-2 page)
  • Chapter II – Methodology (1 page)

All deliverables will need to get final approval from project staff.

6.                 TIMELINE

The engagement is planned for the period 20 February – 15 April 2023. During this period all contractual provisions shall be met for all four (4) municipalities

7.                 KEY QUALIFICATIONS

the contractor (consultants) or team, are expected to have the following skills and key qualifications:

 

  • Relevant professional experience in the sector(s) directly or indirectly related to the required services of this contract
  • At least 5 years of professional experience in the field of social, cultural, economic, and political dynamics.
  • Having expertise in study areas such as social, interethnic relation, prevent violent extremism, economic, gender equality and social inclusion, women’s rights, political science or community development
  • Bachelor’s/Master’s degree in statistics (leader of the assignment), sociology, economics, or any other relevant university degree related to the study
  • Significant experience with Appreciative Enquiry Approach and qualitative data analysis
  • A comprehensive mix of communication and writing skills in English which will be required for interviews, data analysis, and report writing.
  • Strong communication and interpersonal skills, sensitivity and attention to detail
  • Ability to deliver high quality work, within the agreed time-frame
  • Reference letter

8.                 PROPOSAL SUBMISSION PROCESS
