CAPACITY DEVELOPMENT OF COORDINATION MECHANISM MEMBERS TO IMPLEMENT DOMESTIC VIOLENCE ACTION PLANS IN SEVEN MUNICIPALITIES IN KOSOVO UNDER THE REGIONAL UN WOMEN PROGRAMME “ENDING VIOLENCE AGAINST WOMEN: IMPLEMENTING NORMS, CHANGING MINDS”

Description: The goal of the project is to support the local level institutions in improving services to victims of domestic and gender-based violence and in fulfilling their obligations related to provision of services for survivors of violence under CEDAW, the Istanbul Convention as well as the Kosovo national Strategy on protection from domestic violence and Action Plan 2016-2020.

The project specifically aims at supporting members of Coordination Mechanisms in seven Kosovo municipalities and developing their capacity to implement and/or monitor implementation of Domestic Violence Action Plans as well as to engage in policy development, advocacy and lobbying at the local and central level for improvement of services for violence survivors.

The Domestic Violence Coordination Mechanisms consist of representatives of Police, Judiciary, Municipal Gender Equality Officer, Centre for Social Welfare, Survivors Advocate, Women Caucus, municipal Directorate of Education, Public Employment Office and representatives Civil Society Organizations including shelters (if they exist). The project is implemented in the Municipality of Gjilan/Gnjilane, Gjakovë/Djakovica, Dragash/Dragaš, North Mitrovica/ё, Zvečan/Zveçan, Zubin Potok and Leposavić/Leposaviq.

Main activities of the project include the revision of municipal Domestic Violence Action Plans in target municipalities; capacity building training on advocacy and lobbying for the members of Coordination Mechanisms; development of methodology for monitoring the level of implementation of DV APs; baseline and end-line survey on the implementation of DV APs; publication of research findings and recommendations for improved implementation of DV APs; marking the 16 days of activism against gender based violence though advocacy campaign; promotion of the work of Coordination Mechanism and its role in combating domestic violence and facilitation of regular bi-monthly meetings of Coordination Mechanisms in seven target municipalities.
