How does Serbia exercise influence across the Western Balkans? What political, security, economic, media, and cultural mechanisms shape these dynamics? And what are the limits of the “Serbian World” concept in today’s geopolitical environment?
The report “Serbia’s Hybrid Influence and the Limits of ‘Serbian World’ Ambitions”, explores these questions through a comprehensive analysis of Serbia’s role in the region. It examines the Brussels Dialogue, the position of Kosovo Serbs, the role of political actors, the Serbian Orthodox Church, media narratives, and the broader implications for regional security, democratic governance, and European integration.
The publication is part of the regional project “Building the Serbian World: Serbia’s Impact on Security and Stability in the Western Balkans,” implemented from June 2025 to March 2026 with the support of the International Visegrad Fund.

Throughout the project, partners conducted research, field visits, expert workshops, and consultations with policymakers, academics, journalists, and civil society representatives across Serbia, Kosovo, Bosnia and Herzegovina, and Montenegro. The project concluded with a regional roundtable in Prague, where its findings and policy recommendations were presented to European and regional decision-makers.
By bringing together experts from across Western Balkans and Central Europe, the initiative provides evidence-based analysis of Serbia’s hybrid and asymmetric influence while offering policy recommendations aimed at strengthening democratic resilience, the rule of law, regional stability, and European integration.
