A group of civil society organizations has launched a new project in which NGO Aktiv is also participating. The initiative will examine and address Serbia’s asymmetric and hybrid influence in the Western Balkans, with a focus on democratic governance, the rule of law, and regional stability.

The project, entitled “Building the ‘Serbian World’: Serbia’s Impact on Security and Stability in the Western Balkans”, will run from June 2025 to March 2026 and is supported by the International Visegrad Fund. It brings together civil society organizations and policy institutes from across Central Europe and the Western Balkans.

Through field visits, workshops, and meetings with key actors in Serbia, Kosovo, Bosnia and Herzegovina, and Montenegro, the project will map Serbia’s instruments of influence and analyze their effects on security and democracy. The final stage will be a closed round table in Prague, where findings and recommendations will be presented to European and regional decision makers.

Expected results include four analytical reports, a final policy brief with recommendations, several media articles, and the final round table in the Czech Republic.

This initiative is implemented in cooperation with:

Conclusion: By bringing together diverse regional and international actors, this project seeks not only to analyze Serbia’s instruments of influence, but also to strengthen the democratic resilience of the Western Balkans. The findings will serve as a valuable resource for policymakers, civil society, and international organizations committed to supporting stability, democracy, and European integration in the region.
