NGO AKTIV AT THE ANNUAL CONFERENCE ON THE BELGRADE–PRISTINA DIALOGUE

On 13 November, the Annual Conference of the Working Group of the National Convention on the European Union for Chapter 35 was held in Belgrade, dedicated to the dialogue between Belgrade and Pristina.

This year’s event, titled “Towards the Agreement”, gathered representatives of civil society, institutions and the diplomatic corps to discuss the state of the normalization process, the implementation of existing agreements, and the role of international partners.

NGO Aktiv participated in the panel “Integration or Disintegration – The Future of Healthcare, Education and Social Protection (Police and Justice)”, alongside organizations and experts monitoring key social and institutional developments in Kosovo.

Participants emphasized that the absence of substantive dialogue creates space for unilateral actions, institutional competition and rising tensions, directly affecting the daily life of communities. They stressed that many challenges can be resolved only through a structured, sustainable and inclusive dialogue, rather than through partial or unilateral decisions.

Particular attention was drawn to the lack of clearly defined operational solutions in the existing proposals for implementing the Association of Serb-Majority Municipalities, which further complicates integration processes in the fields of healthcare, education and social protection.

In the conference’s conclusions, it was underlined that all open and sensitive issues should be resolved within the Brussels process, in order to avoid unilateral moves and reduce negative consequences for citizens.
