Terms of reference

On the 1st of October 2019, Aktiv began initial work on a year-long project that will seek to increase the advocacy potential of Kosovo Serb non-governmental organizations. The project involves a series of actions that are designed to strengthen the advocacy capacity of the Kosovo-Serb civil society sector as a whole, and that will foster it’s active and effective participation in decision-making processes in Kosovo.  More specifically, the project will identify key areas in which advocacy needs to be established and/or strengthened and the way in which Kosovo Serb NGOs can articulate the needs of the communities that they represent, and to offer concrete and sustainable mechanisms through which those NGOs can participate in decision-making processes.

For the purpose of this action, AKTIV will recruit a Central-Level Policy Coordinator, to coordinate and assist in the implementation of the above-mentioned project.

Tasks

Under direct supervision of the Head of the NGO Policy Office, the a Central-Level Policy Coordinator will:

  • To lead the development of advocacy strategies for project beneficiaries;
  • Consult and advise during the drafting of policy documents foreseen by the initial project implementation plan;
  • To coordinate and facilitate lobbying efforts on behalf of project beneficiaries;
  • To, in cooperation and coordination with Aktiv staff and project beneficiaries, identify key areas for potential policy-level interventions;
  • To facilitate contacts between Aktiv, project beneficiaries, and central-level political and institutional actors;
  • To assist in the timely and correct implementation of project activities (conferences, trainings, meetings and other similar actions) in accordance with the initial project document.

Duty station:

The Central-Level Policy Coordinator will be based in NGO Aktiv’s Civil Liaison Office in Priština/Prishtinë with occasional duties in North Mitrovica and periodic travel (within Kosovo) as demanded by project activities.

Required Qualifications:

  • University degree in social sciences or law;
  • Demonstrable expertise in and knowledge of the Kosovo political system;
  • Between 3-5 years of professional working experience;
  • Demonstrable familiarity the Kosovo’s legal framework, particularly when it comes to the rights of non-majority communities;
  • Extensive knowledge of Kosovo’s socio-political dynamics and issues/challenges affecting non-majority communities, particularly Kosovo Serbs;
  • Proven experience with lobbying and advocacy at the central level;
  • Fluency in the English language (written and spoken);
  • Fluency in Serbian and/or Albanian (written and spoken.)

Desired Qualifications:

  • Sound organizational and administrative skills;
  • Professional fluency in both Serbian and Albanian;

Modality of Recruitment:

The local consultants will be recruited through advertisement. This ToR will serve as a basis for the vacancy notice.

Duration of contract:

The period of engagement is twelve months pending a three-month probation period. There remains a possibility for further employment/engagement with NGO Aktiv after the end of the project.
