The Ombudspersons’’ Institution Initiates a Complaint Based on NGO Aktiv’s Memorandum



NGO Aktiv sent a memorandum to relevant institutions due to a situation that has arisen within non-majority communities as the result of the implementation of a package of fifteen (15) measures that the Government of Kosovo adopted in the goal of mitigating the economic consequences caused by the COVID-19 pandemic.  This written communication was drafted with the intent to ensure the effective execution of these measures and to ensure that aid reaches those who are most in need.

After closely monitoring current developments with the assistance of the Rapid Response Civil Group (RRCG), NGO Aktiv noted numerous potential problems and issued concrete recommendations for alleviating the consequences of those problems.  This group is comprised of members of the civil society sector throughout Kosovo.

The memorandum was sent out on the 8th of May 2020 to the following institutions: The Government of Kosovo, the Ministry of Finance and Transfers, the National Employment Agency, the Ministry of Labour and Social Welfare and the Ombudspersons’ Institution.

The Ombudspersons’ Office took note of the arguments outlined in NGO Aktiv’s memorandum and, as a result, registered a complaint and initiated an investigation into potential human rights violations.
