Aiming to increase its resources and infrastructure for efficient work in preservation of rights and interests of Serb community in Kosovo and to maintain the position of leading Kosovo Serb CSO in policy and advocacy level enactments, NGO AKTIV undergoes substantial adjustments in strategic programmatic approaches including the reconfiguration of internal staff structure that will assure prolific delivery the targeted objectives.  For that purpose, NGO AKTIV is seeking qualified, enthusiastic and Kosovo-context cognizant people to join our team in following position:

  • Civil Liaison Officer – duty station Pristina, Civil Liaison Office
  • Project Assistant – duty station Pristina Civil Liaison Office
  • Junior Researcher – duty station North Mitrovica, Policy Office

Terms of References for individual positions

1. Position: Civil Liaison Officer

Under the supervision of the Program Director and as part of the AKTIV Policy Office, the Civil Liaison Officer will serve as the primary lead / contact with civil society organizations in newly open Pristina Office. S/he will be responsible for strengthening and sustaining strong cooperation between Kosovo Serb civil society key actors and central level operating actors, including governmental representatives, CSO, international organizations and representative of international diplomatic core in Pristina.

Duration of assignment: 2+ years (subjected to satisfactory performance evaluation); salary level EL1 (gross 1,100.00 EUR); Duty station: Pristina, CL Office;

Responsibilities:

  • Serve on the non-majority civil society liaison resource for contact with Kosovo central level actors
  • Obtain and regularly distribute the information of importance for non-majority CSO operations including but not-limited to; minority-relevant governmental legislation, funding opportunities, relevant reports, documents, policy papers etc.
  • Assist in developing greater non-majority civil society organizations advocacy potentials through efforts on strengthening the efficiency and representativeness of Advocacy Platform Empirika
  • Propose practical measures and mechanisms for strengthening the civil society organizations through the development of joint initiatives between The Union and civil society, such as joint programs, joint advocacy and communication activities.
  • Plan and executive the program activities (events) related to dialogue opportunities between non-majority CSO and EU Office in Kosovo, CSO representing the interests of majority communities, international diplomatic core in Kosovo
  • Represent the non-majority CSO interests at governmental bodies/frameworks for coordination with civil society or/and non-majority communities
  • Produce project envisaged reports
  • Participate in civil society governing bodies and networks
  • Perform other duties as assigned

Required Skills and Experience:

  • Advanced university degree (Master’s degree or equivalent) in social sciences, communications, international relations, community organizing, political science or other relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
  • At least 5 years of progressively relevant experience in civil society affairs in Kosovo or/and region
  • Familiarity with Kosovo civic sector structures, processes and activities is considered an asset as well as familiarity with Kosovo political context
  • Proven ability to develop strong and effective relationships with civil society partners from diverse cultural, geographic, economic, political, and social contexts.
  • Proven oral and written communications skills (including public speaking), with cultural communication differences.
  • Demonstrated facilitation skills.
  • Good interpersonal skills and ability to establish effective working relations in a multi-cultural organization.
  • Demonstrable initiative
  • Ability to work effectively work as a team member as well as independently, with a high degree of self-motivation and ability to set and meet goals.
  • Fluent in spoken and written English. Knowledge of Albanian and Serbian an asset.
  • Capacity to effectively use computer software relevant to post (e.g,, Microsoft Office suite, Internet web browsers).

2. Position: Project Assistant

Ideal candidate is experienced, proactive project assistant able to work collaboratively with our team on specific short and long-term projects. In this role, PA will assist the project manager (Civil Liaison Officer) in implementation of project activities and other tasks deriving from mandate of Civil Liaison Office in Pristina. The mandatory requirement for this position is proficient knowledge of Albanian language.   

Duration of assignment: 2+ years (subjected to satisfactory performance evaluation); salary level AP2  (gross 400.00 EUR); Duty station: Pristina, CL Office;

  • Work collaboratively with the project manager and team in preparation and implementation tasks throughout entire project lifecycle
  • Organize and monitor meeting/event schedules and see that deadlines are met
  • Provide translation (oral or/and written) services for CL Officer and Program Office (from Serbian or/and English to Albanian and via versa)
  • Report updates verbally and in written form to management
  • Monitor budget and help ensure resources are used efficiently
  • Complete any necessary administrative office management tasks, including basic financial management assistance assignments
  • Demonstrate commitment and understanding of AKTIV mandate, confidentiality and ability to operate in multi-ethnic environment
  • Perform other tasks assign by line manager.

Desired Qualifications:

  • Required proficiency in Albanian language and one additional language in use within organization (Serbian or/and English)
  • At least a bachelor degree in social or political sciences;
  • Relevant experience of research, statistical analysts, qualitative research methods;
  • Ability to express oneself concisely both orally and in writing;
  • Excellent interpersonal and communication skills to establish and maintain effective working relationships with a wide range of internal and external contact have effective time management and organizational skills and the initiative to work both independently and as part of a team;
  • Knowledge of the social, economic and political dynamics in north Kosovo;

3. Position: Junior researcher

Contract duration: 6 months + (pending of available funding); Salary level: AP1 (gross 400.00 EUR starting); Duty station: North Mitrovica;

Main Duties and Responsibilities:

  • Carry out background research on relevant topics assign by AKTIV Program Office including data check and desk research on legal and socio-political issues in Kosovo and region;
  • Design questionnaires for quick indicative opinion polls and coordinate the interviewers’ logistical plans and data input;
  • Apply a wide range of research techniques to gather relevant information, including document analysis, surveys and interviews;
  • Prepare, present and disseminate results (for ex. as verbal presentations and written reports);
  • Perform other tasks assign by line manager.

Desired Qualifications:

  • At least a bachelor degree in social or political sciences;
  • Relevant experience of research, statistical analysts, qualitative research methods;
  • Ability to express oneself concisely both orally and in writing;
  • Excellent interpersonal and communication skills to establish and maintain effective working relationships with a wide range of internal and external contact have effective time management and organizational skills and the initiative to work both independently and as part of a team;
  • Written and spoken fluency in the English and Serbian language. Working knowledge of Albanian language would be seen as an advantage;
  • Knowledge of the social, economic and political dynamics in north Kosovo;
  • Ability to work in changing environment and flexible working hours.
